Stroke happens when part of the brain is being deprived of blood flow and oxygen, often due to a clot.  The sooner the clot can be dissolved or removed, the less permanent damage to the brain, and the more likely the person is to recover well  –  less likely to have permanent loss of speech, muscle movement or other functions.
